As we know, Windows 7 users will no longer getting updates and support from Microsoft except for customer that registered with the Extended Security Update (ESU) running on Windows 7 Professional and Windows 7 Enterprise only.
After the last announcement, Microsoft have to provide another updates to all Windows 7 users to fix the wallpaper issue after installing KB4534310 that was release on 14 January 2020.
"After installing KB4534310, your desktop wallpaper might display as black when set to Stretch."
The resolution for this issue will be provided on upcoming release, which will be released to all customers running Windows 7 and Windows Server 2008 R2 SP1.
For the meantime, users are advised to choose a wallpaper that match the resolution of the desktop and set the image to Fill, Fit, Tile, or Center instead of Stretch.
